In addition to other powers of the commission to issue revenue bonds, the commission may also do the following:

1. (1) Make temporary borrowings in anticipation of the issuance of revenue bonds or notes and issue revenue bonds or notes to refund the temporary borrowings.
2. (2) Negotiate a loan and issue a note for the loan.

3. (3) Pledge and assign:

   1. (A) leases or use agreements; or

   2. (B) interests in and rentals from leases or use agreements.
