Bonds may be issued and the proceeds disbursed under this chapter without:

1. (1) obtaining the consent of an officer, a department, a division, a commission, a board, a bureau, or an agency of the state; and

2. (2) any other proceedings or the happening of any other conditions or things than the proceedings, conditions, or things specifically required by this chapter.
