1. (a) The commission may acquire sites or improvements from the department.

2. (b) The commission may make improvements and enter into agreements for use with the department. The agreements:

   1. (1) do not need to be approved by the attorney general; and

   2. (2) must be approved by the:

      1. (A) budget agency, after consulting with the budget committee; and

      2. (B) governor;

         before the department may execute the agreement.
