1. (a) The director of a division subject to this chapter shall inform the state personnel department and the general public of Indiana of the following:

   1. (1) That a position is or will be vacant within the division.
   2. (2) That applications for employment will be accepted for at least thirty (30) days.

2. (b) However, the director of the department, acting through the deputy director of the bureau that supervises the division, may fill a property management position by promoting or transferring within the department a qualified individual previously employed under this chapter.
