Each year the commissioner shall prepare and submit to the governor and the general assembly a report regarding the pollution prevention information gathered under this article, including:

1. (1) a description of the operations and activities of the programs under this article; and

2. (2) recommendations the commissioner has for legislative action.

   A report submitted under this section to the general assembly must be in an electronic format under IC 5-14-6 .
