The board of trustees of a district is the governing body of the district. A board may consist of:

1. (1) three (3);
2. (2) five (5);
3. (3) seven (7);
4. (4) nine (9);
5. (5) eleven (11); or

6. (6) thirteen (13);

   trustees.
