The rates or charges for solid waste disposal and recovery systems may be determined based on the following:

1. (1) A flat charge for each residence or building in use in the district.
2. (2) On the weight of the refuse received.
3. (3) On the hazardous character of the waste received.

4. (4) On a combination of the weight and hazardous character of the waste received.
