Except for the hazardous waste disposal fee collected under section 3.5 of this chapter, the fees and delinquency charges collected under this chapter:

1. (1) are payable to the department; and

2. (2) shall be deposited in the environmental management permit operation fund established by IC 13-15-11-1 .
