1. (a) The board may do the following:

   1. (1) Prescribe the form and content of proposals.
   2. (2) In the request for proposals, set the maximum allowable cost limits that the board determines to be appropriate.

2. (b) The proposer must submit sufficiently detailed information to permit a fair and equitable evaluation by the board of the proposal.
