This chapter does not apply to a vehicle used exclusively to transport municipal waste that is:

1. (1) generated by a person; and

2. (2) disposed of at a site that is:

   1. (A) owned by the person; and

   2. (B) for the purposes of solid waste disposal, may only be used by the person for the disposal of solid waste generated by the person.
