As used in this chapter, "municipal waste" means any:

1. (1) garbage;
2. (2) refuse;
3. (3) industrial lunchroom waste;
4. (4) office waste; or

5. (5) other, similar material;

   that results from the operation of residential, municipal, commercial, or institutional establishments and community activities.
