Fees prescribed by this chapter are not:

1. (1) revenues (as defined in IC 36-9-31-2 ) of a facility (as defined in IC 36-9-31-2 ); or

2. (2) revenues under:

   1. (A) IC 8-1.5 ;
   2. (B) IC 13-21-3-13 ;
   3. (C) IC 13-21-7 through IC 13-21-12 ;
   4. (D) IC 13-21-14 ; or

   5. (E) IC 36-9-30 .
