A person that obtains a certificate of registration under this chapter is not required to obtain a solid waste processing facility permit referred to in section 1 of this chapter:

1. (1) for activities covered under the registration, including the:

   1. (A) baling;
   2. (B) transferring;
   3. (C) cutting; or

   4. (D) shredding;

      of waste tires; or

2. (2) if the person stores or processes waste tires in a facility in accordance with this chapter and the rules adopted under this chapter.
