1. (a) The authority may:

   1. (1) charge a fee for services provided; and
   2. (2) charge a fee for costs and services incurred in the review or consideration of an application for a proposed loan or other financial assistance to or for the benefit of a participant under this chapter, regardless of whether the application is approved or rejected.

2. (b) A participant may pay fees charged under this section.
