The commissioner may do the following:

1. (1) Inspect the site of an asbestos project:

   1. (A) during the project; or
   2. (B) after the project is completed.

2. (2) Conduct an investigation of an asbestos project upon:

   1. (A) the commissioner's own initiation; or

   2. (B) the receipt of a complaint by a person.
