Every twelve (12) months, the commissioner shall submit to the following a report that contains an evaluation of the actions taken by the department to improve the department's process of issuing permits:

1. (1) The governor.
2. (2) The general assembly. The report must be in an electronic format under IC 5-14-6 .

3. (3) The board.
