1. (a) For the payment of fees under this chapter, the department shall accept any of the following:

   1. (1) Cash.
   2. (2) A draft.
   3. (3) A money order.
   4. (4) A cashier's, certified, or personal check.
   5. (5) An electronic fund transfer, if the department makes payment by this means available.

2. (b) If:

   1. (1) the department receives an uncertified personal check for the payment of a fee; and

   2. (2) the check does not clear the bank;

      the department may void the license, registration, or certificate for which the check was received.

3. (c) Unless designated by rule, a fee is not refundable or transferable.
