Ind. Code § 13-14-8-5
(a) Any person may present written proposals for the adoption, amendment, or repeal of a rule by the board. A proposal presented under this section must:
(b) If a majority of the voting members of the board finds that the proposal is meritorious and authorized under this title, the board may give notice and hold a hearing on the proposal.
