The board of commissioners of a county shall, with the approval of the county council, cause to be assessed, levied, and collected the amounts of money the board of commissioners considers necessary for the following:

1. (1) Suitable lands, buildings, and improvements for the health center.
2. (2) Maintenance of the health center.

3. (3) All other necessary expenditures.
