The director may suspend or revoke a license issued under this article on any of the following grounds:

1. (1) Violation of a provision of this article or the rules adopted under IC 12-21-2-3 (5).
2. (2) Permitting, aiding, or abetting the commission of an illegal act in the institution.

3. (3) Conduct or practice found by the director to be detrimental to the welfare of individuals in the institution.
