Each division shall adopt rules under IC 4-22-2 concerning the following:

1. (1) The operation of work programs under this chapter.
2. (2) The establishment of wage scales for work performed under this chapter.

3. (3) The frequency with which the treatment team must meet concerning the patient's progress toward achieving the goals and objectives established for the patient.
