The division may establish drug abuse treatment and rehabilitation units:

1. (1) independently within local communities;
2. (2) as part of the community mental health plan; or

3. (3) in cooperation with local authorities or associations for the purpose of study, rehabilitation, and treatment necessary for the control and prevention of drug abuse.
