1. (a) A township assistance control board is established for each distressed township. The governor shall appoint the following members to the control board:

   1. (1) The budget director or the director's designee, who shall serve as the chairman of the board.
   2. (2) One (1) representative of the state board of accounts.
   3. (3) One (1) representative of the department.
   4. (4) One (1) representative of the division of family resources.
   5. (5) One (1) elected public official of the county.
   6. (6) One (1) township trustee.

   7. (7) One (1) individual who:

      1. (A) resides in the county or is employed in the county by an employer paying taxes in the county; and
      2. (B) is or agrees to become familiar with township assistance.
   8. (8) The township trustee of the distressed township, who shall serve as a nonvoting ex officio member of the control board.
2. (b) The members of the control board serve at the pleasure of the governor.

3. (c) Each member of the board who is not a state employee or an elected official is entitled to the minimum salary per diem provided by IC 4-10-11-2.1 (b). Such a member is also entitled to reimbursement for traveling expenses and other expenses actually incurred in connection with the member's duties, as provided in the state travel policies and procedures established by the Indiana department of administration and approved by the budget agency.
