A lien under section 2 of this chapter:

1. (1) is a specific lien in favor of the division and the county office against the real property of the recipient;
2. (2) continues from the date of the filing of the notice until the lien is satisfied; and

3. (3) takes priority over any other lien subsequently acquired.
