The unit shall do the following:

1. (1) Refer individuals who are deaf and individuals who are hard of hearing to the appropriate agencies to serve the individuals' needs.

2. (2) Coordinate state, local, and private efforts to serve individuals who are deaf and individuals who are hard of hearing.
