As used in this chapter, "emergency medical responder" means:

1. (1) an emergency medical technician;
2. (2) an emergency medical technician-paramedic;
3. (3) a paramedic; and

4. (4) any other emergency services provider, physician, or nurse;

   on the scene of a motor vehicle accident or emergency situation involving a program participant or accompanying or attending to a program participant patient in an ambulance.
