The commission shall do the following:

1. (1) Encourage the study and discussion of the problems of the aging and the aged.
2. (2) Promote the organization of and officially recognize voluntary councils for the study and discussion of problems of the aging and the aged.

3. (3) Assist the division in the development of a comprehensive plan to meet the needs of the aged.
