The department may provide financial assistance for tuition, books, and supplies for an offender who:

1. (1) is:

   1. (A) convicted of a felony;
   2. (B) sentenced to a term of imprisonment for that felony; and
   3. (C) confined for that felony by the department; and
2. (2) enrolls in a degree program at an eligible institution (as defined in IC 21-12-1-8 (2)) of higher education.
