A grant provided under section 3 of this chapter may not be used to acquire firearms instruction that:

1. (1) fails to address each topic and subtopic described in section 4 of this chapter; or
2. (2) is provided by a person lacking a valid certification or necessary qualification, as applicable, to teach each topic and subtopic described in section 4 of this chapter.
