1. (a) The executive director may employ staff for the council, subject to the approval of the governor.

2. (b) The executive director shall serve as:

   1. (1) the central coordinator for counterterrorism issues; and

   2. (2) the state's point of contact for:

      1. (A) the Office for Domestic Preparedness in the United States Department of Justice; and
      2. (B) the United States Department of Homeland Security.
