As used in this chapter, "primary caregiver" means an individual who:

1. (1) is at least eighteen (18) years of age;

2. (2) is:

   1. (A) the veteran's:

      1. (i) spouse;
      2. (ii) parent or stepparent;
      3. (iii) son, daughter, stepson, or stepdaughter;
      4. (iv) brother, sister, stepbrother, or stepsister;
      5. (v) niece or nephew;
      6. (vi) aunt or uncle;
      7. (vii) daughter-in-law or son-in-law; or
      8. (viii) grandparent; or
   2. (B) currently residing with the veteran on a full-time basis; and

3. (3) provides care for the veteran, including:

   1. (A) personal care services;
   2. (B) essential household services; or
   3. (C) everyday basic care.
