1. (a) The department may conduct training programs at semiannual conferences for law enforcement:

   1. (1) officers;
   2. (2) trainees; and

   3. (3) applicants;

      of cities, towns, and counties.

2. (b) A semiannual conference:

   1. (1) may not last more than three (3) days; and

   2. (2) shall be conducted at a state police post.
