1. (a) This section applies to the issuance of a citation for a traffic violation under:

   1. (1) IC 9 ; or
   2. (2) a local ordinance that corresponds to a provision under IC 9 .

2. (b) The department may not give greater consideration to the number of citations (as defined in IC 9-28-2-1 ), including:

   1. (1) a summons;
   2. (2) a ticket; or

   3. (3) any other official document;

      arising from a parking or standing violation that a law enforcement officer issues than to any other factor in the evaluation of the law enforcement officer's performance.
