As used in this chapter, "covered communications equipment or service" means communications equipment or service (as defined in 47 CFR 1.50001(c)) that is:

1. (1) determined under 47 CFR 1.50002 to pose an unacceptable risk to the national security of the United States or the security and safety of United States persons; and

2. (2) included on the covered list (as defined in 47 CFR 1.50001(f)) that is:

   1. (A) published;
   2. (B) maintained; and

   3. (C) updated;

      by the federal Public Safety and Homeland Security Bureau on the website of the Federal Communications Commission under 47 CFR 1.50002 and 47 CFR 1.50003.
