1. (1) license or regulate ridesharing arrangements;
2. (2) impose any tax or fee upon the owner or operator of a motor vehicle because of its use in a ridesharing arrangement;

3. (3) prohibit or regulate the charging of fees for ridesharing arrangements in accordance with Section 6 of this Act.

   This Act is declared to be a denial and limitation of the powers of home rule units pursuant to paragraph (g) of Section 6 of Article VII of the Illinois Constitution.
