A person whose participation in the illegal drug market constitutes the following level offense shall be considered to have the following illegal drug market target community:

1. (1) for a level 1 offense, the Illinois Representative District in which the defendant's place of participation is situated;
2. (2) for a level 2 offense, the target community described in item (1) plus all Illinois Representative Districts with a border contiguous to that target community; and
3. (3) for a level 3 offense, the target community described in item (2) plus all Illinois Representative Districts with a border contiguous to that target community;
4. (4) for a level 4 offense, the State.
