1. (a) No person may establish, operate, maintain, offer, or advertise a secure residential youth care facility within this State unless he or she is licensed by the Department.
2. (b) The Director shall establish policies and coordinate activities relating to licensing of secure residential youth care facilities.
3. (c) Any facility or agency which is exempt from licensing may apply for licensing if licensing is required for some government benefit.
