1. (a) The Seed Arbitration Council is established.

2. (b) The following persons or their designees are members of the Council:

   1. (1) The Director.
   2. (2) The Director of Extension Services of the University of Illinois College of Agriculture.
   3. (3) The Dean of the University of Illinois College of Agriculture.
   4. (4) The president of an Illinois seed dealers trade association selected by the Director.
   5. (5) The president of an Illinois farmers organization selected by the Director.
3. (c) The Council shall meet at the call of the Director, who shall serve as its chairperson.
4. (d) Members shall serve without pay but shall be reimbursed for their reasonable and necessary expenses.
5. (e) The Council shall be staffed by employees of the Department.
