1. (a) Any waiver by any consumer of any protection provided by or any right of the consumer under this Act:

   1. (1) shall be treated as void; and
   2. (2) may not be enforced by any federal or State court or any other person.
2. (b) Any attempt by any person to obtain a waiver from any consumer of any protection provided by or any right or protection of the consumer or any obligation or requirement of the debt settlement provider under this Act shall be a violation of this Act.

3. (c) Any contract for debt settlement service that does not comply with the applicable provisions of this Act:

   1. (1) shall be treated as void; and

   2. (2) may not be enforced by any federal or State court or any other person; and

      Upon notice of a void contract, a refund by the debt settlement provider to the consumer shall be made as if the contract had been cancelled as provided in Section 135 of this Act.
