An order or a certified copy of an order, over the seal of the Department and purporting to be signed by the Secretary or his or her designee, shall be prima facie proof that:

1. (1) the signature is the genuine signature of the Secretary or his or her designee;
2. (2) the Secretary is duly appointed and qualified; and
3. (3) the Advisory Board is duly appointed and qualified.
