An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof:

1. (1) that the signature is the genuine signature of the Secretary;
2. (2) that such Secretary is duly appointed and qualified; and
3. (3) that the Board and its members are qualified to act.
