A recipient of a grant under this Act may use the grant moneys to do any one or more of the following:

1. (1) Purchase equipment.
2. (2) Acquire a new physical location for the purpose of delivering primary health care services.
3. (3) Hire and train staff.
4. (4) Develop new practice networks.
5. (5) Purchase services or products that will facilitate the provision of health care services at a new community health center site.
