An order or certified copy thereof, over the seal of the Comptroller and purporting to be signed by the Comptroller, is prima facie proof that:

1. (a) the signature is the genuine signature of the Comptroller;
2. (b) the Comptroller is duly appointed and qualified; and
3. (c) the hearing officer is qualified to act.
