The Department shall have the power to promulgate rules to effectuate the policies of this Act and shall:

1. (a) administer Project HELP.
2. (b) assure that any individual who serves as a home caregiver receives adequate training prior to and during the employment period.
3. (c) provide support services and monitoring to assure quality services are provided which promote long term, stable placements.
