1. (a) This Act shall be construed and applied to promote its underlying purposes and policies.

2. (b) The underlying purposes and policies of this Act are:

   1. (1) to simplify, clarify, and modernize the law governing notaries public; and
   2. (2) to promote, serve, and protect the public interest.
