"Administrator" means a veterinarian licensed by the State of Illinois and appointed pursuant to this Act, or a non-veterinarian may serve as Administrator under this Act. In the event the Administrator is not a veterinarian, the Administrator shall defer to the Deputy Administrator regarding all medical decisions.
