AUTHORITY: Implementing Sections 6-410 and 13-106 of the Illinois Vehicle Code [625 ILCS 5/6-410] and 13-106] and Section 2705-125 of the Civil Administrative Code of Illinois [20 ILCS 2705/2705-125] and authorized by Section 5-625 of the Civil Administrative Code of Illinois [20 ILCS 5/5-625] and Section 5-25 of the Illinois Administrative Procedure Act [5 ILCS 100/5-25].DEPARTMENT OF TRANSPORTATION
a) A natural person may appear in his own behalf or through counsel of his choice;
b) A business, non-profit or governmental organization may appear by an officer, employee or representative, or may be represented by counsel of its choice;
