1. a) A rail carrier shall register with the Illinois Commerce Commission ("Commission") by filing a letter, signed by an owner, partner, or officer of the rail carrier, containing the information set forth as follows:

2. 1) The full, legal name of the rail carrier;

   1. 2) The mailing address, telephone number and facsimile number of the rail carrier;

   2. 3) The name of the rail carrier's chief executive officer;

      1. 4) The name, address and facsimile number in Illinois of the rail carrier's agent for service of process.
   3. b) A rail carrier must notify the Commission of any change in the information listed in subsection (a) within 15 days after the change.
