a) A complete record of the hearing shall include:
- 1) all pleadings (including all notices and responses thereto, motions and rulings);
- 2) documentary evidence received;
- 3) offers of proof, objections and rulings thereon;
- 4) proposed findings and exceptions;
5) the recommended decision of the hearing officer; and
- 6) any ex parte communication prohibited by Section 10-60 of the Illinois Administrative Procedure Act (Ill. Rev. Stat. 1991, ch. 127, par. 1010-60).
- b) A copy of the record will be reproduced at the request of any party to the review who bears the cost thereof.
