1. a) All food stamp households shall have income and attendant circumstances budgeted on a prospective basis.
2. b) The payment month is the fiscal month the food stamp benefits cover.

3. c) The payment month for each food stamp case is determined by the schedule in which the household is placed. The schedule also governs the approximate availability date of the food stamp benefits.
